Virginia Borkoski, Canada
HDR/ICPMA Vice President

Virginia Borkoski is an Associate Vice President and Senior Project Manager at HDR with over 26 years of design, construction and operations experience in the transportation industry. She is responsible for providing strong, determined vision, leadership and direction and is skilled in all aspects of planning, policy, design, construction and close-out for major infrastructure projects. She is effective at developing highly creative and client-focused design solutions, and in the preparation and presentation of project strategies, managing contracts and the project team.

Currently Ms. Borkoski is the Lead Visual Quality and Facilities Designer for the Design-Build Tappan Zee Bridge Project. Her previous role In Toronto, Canada was as Senior Project Manager for two new underground interchange stations as part of the larger PPP Eglinton Light Rail Transit Project. In her first HDR position, Ms. Borkoski was the Lead Architect for the Government Center Station Project in Boston, MA.

Before joining HDR, Ms. Borkoski held the title of Design & Construction Manager with MTA Capital Construction, and was responsible for the design and construction of all MTA related work at the World Trade Center site, including the new Cortlandt Street #1 Station, and WTC E Station.

For over six years, Ms. Borkoski was Design Manager, responsible for the consultant-led design of the Fulton Street Transit Center, a visionary project that will act as a beacon for the MTA’s transportation network within the urban fabric of Lower Manhattan, while simultaneously unraveling the tangle of century old subway lines and connecting corridors with new construction.

Ms. Borkoski serves as Vice President for the International Construction Project Management Association (ICPMA) and is an active member of the American Institute of Architects (AIA) and the Construction Management Association of America (CMAA), serving on the Metro NY/NJ Chapter Board as Director. She has been named a Fellow of the Chartered Institute of Building (FCIOB) and she has recently been appointed to the WTS International Foundation Board, where she previously served as Founder and Past President of the Toronto Area Chapter. She has been a featured speaker at WTS, AIA, CMAA, ICPMA and other various national and international conferences on transportation topics.

Ms. Borkoski is a registered architect in New York State and holds both a Master of Science in City and Regional Planning (1997) and a Bachelor of Architecture from Pratt Institute (1988). In addition, in 2004 she earned a Master of Science in Transportation Management from Polytechnic University, and was a recipient of the Advanced Institute for Transportation Education (AITE) Graduate Scholarship.
